<p>The plan comes after Mr Geithner faced heavy criticism for his handling of the increasingly controversial issue.</p>
<p>Republicans said he should have done more to stop the bonuses being paid.</p>
<p>Channelling public anger</p>
<p>Frustration has been growing over the bonuses, and reports say that AIG offices have received hate mail and even death threats.</p>
<p>On Monday President Barack Obama called the AIG bonuses &#8220;an outrage&#8221;.</p>
<p>The BBC&#8217;s James Coomarasamy, in Washington, says these are uncomfortable times for Mr Obama.<br />
The president is trying to channel public anger over the bonuses without becoming the object of that anger himself, our correspondent says.</p>
<p>Republicans have raised questions about when Mr Obama was told about the bonuses &#8211; and also criticised Mr Geithner for not preventing the payments before they were paid.</p>
<p>In a letter to Congress leaders, Mr Geithner outlined the measures he had taken to try to stop the bonuses being paid.</p>
<p>He then confirmed that the bonus payments would be deducted from the next instalment of AIG&#8217;s $180bn bail-out package.</p>
<p>&#8220;We will impose on AIG a contractual commitment to pay the Treasury from the operations of the company the amount of the retention awards just paid,&#8221; Mr Geithner&#8217;s letter said.</p>
<p>&#8220;In addition, we will deduct from the $30bn in assistance an amount equal to the amount of those payments.&#8221;</p>
<p>Democrat threat</p>
<p>Politicians have been anxious to criticise the bonuses &#8211; with one congressman even suggesting that AIG executives receiving bonuses should kill themselves before swiftly retracting his statement.</p>
<p>On Tuesday, the politicians&#8217; anger was stoked by a letter from the attorney general of New York state, Andrew Cuomo, revealing more details of the bonuses.<br />
He said that 73 AIG executives &#8211; including 11 who no longer work for the company &#8211; were each last week given bonuses worth more than $1m.</p>
<p>Before Mr Geithner&#8217;s announcement, Nancy Pelosi, speaker of the House of Representatives, had said several committees were looking at passing legislation this week to reclaim the money from AIG.</p>
<p>And Senate Democrats wrote to AIG Chief Executive Edward Liddy on Tuesday calling on him to hand over the bonuses.</p>
<p>&#8220;If these contracts are not renegotiated immediately, we will take action to make American taxpayers whole by recouping all of the bonuses that AIG has paid out to its financial products unit,&#8221; the letter stated.</p>
<p>The financial products unit, the letter stated, is seen as being primarily responsible for the &#8220;near-failure of the company&#8221;.</p>
<p>Mr Liddy has said the bonuses were paid to honour contracts AIG agreed to before the firm&#8217;s value plummeted when the financial crisis set in last year.</p>
<p>He is due to testify before a House sub-committee on Wednesday. Analysts predict he will face a tough set of questions.</p>

<p>Young and charismatic but with little experience on the national level, Obama smashed through racial barriers and easily defeated <span id="lw_1225877071_1" class="yshortcuts">Republican John McCain</span> to become the first African-American destined to sit in the <span id="lw_1225877071_2" class="yshortcuts">Oval Office</span>, <span id="lw_1225877071_3" class="yshortcuts">America&#8217;s 44th president</span>. He was the first Democrat to receive more than 50 percent of the popular vote since <span id="lw_1225877071_4" class="yshortcuts">Jimmy Carter</span> in 1976.</p>
<p>&#8220;It&#8217;s been a long time coming, but tonight, because of what we did on this date in this election at this defining moment, change has come to America,&#8221; Obama told a victory rally of 125,000 people jammed into Chicago&#8217;s Grant Park.</p>
<p>Obama scored an <span id="lw_1225877071_5" class="yshortcuts">Electoral College</span> landslide that redrew America&#8217;s political map. He won states that reliably voted Republican in presidential elections, like Indiana and <span id="lw_1225877071_6" class="yshortcuts">Virginia</span>, which hadn&#8217;t supported the Democratic candidate in 44 years. <span id="lw_1225877071_7" class="yshortcuts">Ohio</span> and Florida, key to Bush&#8217;s twin victories, also went for Obama, as did <span id="lw_1225877071_8" class="yshortcuts">Pennsylvania</span>, which McCain had deemed crucial for his election hopes.</p>
<p>With just 76 days until the inauguration, Obama is expected to move quickly to begin assembling a <span id="lw_1225877071_9" class="yshortcuts">White House staff</span> and selecting Cabinet nominees.</p>
<p>Campaign officials said Illinois <span id="lw_1225877071_10" class="yshortcuts">Rep. Rahm Emanuel</span> was the front-runner to be Obama&#8217;s chief of staff. The advisers spoke on a condition of anonymity because the announcement had not yet been made.</p>
<p>Obama&#8217;s victory was sweetened by Democratic gains in both houses of Congress. In the Senate, Democrats ousted <span id="lw_1225877071_11" class="yshortcuts">Republicans Elizabeth Dole</span> of <span id="lw_1225877071_12" class="yshortcuts">North Carolina</span> and <span id="lw_1225877071_13" class="yshortcuts">John Sununu</span> of New Hampshire and captured seats held by retiring GOP senators in Virginia, <span id="lw_1225877071_14" class="yshortcuts">New Mexico</span> and Colorado. Democrats scored big gains in the House, as well.</p>
<p>When Obama and <span id="lw_1225877071_15" class="yshortcuts">running mate</span> <span id="lw_1225877071_16" class="yshortcuts">Joe Biden</span> take their <span id="lw_1225877071_17" class="yshortcuts">oath of office</span> on Jan. 20, Democrats will control both the White House and Congress for the first time since 1994.</p>
<p>&#8220;It is not a mandate for a party or ideology but a mandate for change,&#8221; said <span id="lw_1225877071_18" class="yshortcuts">Senate Majority Leader Harry Reid</span> of Nevada.</p>
<p><span id="lw_1225877071_19" class="yshortcuts">House Speaker Nancy Pelosi</span> of <span id="lw_1225877071_20" class="yshortcuts">California</span> said: &#8220;Tonight the <span id="lw_1225877071_21" class="yshortcuts">American people</span> have called for a new direction. They have called for change in America.&#8221;</p>
<p>After the longest and costliest campaign in U.S. history, Obama was propelled to victory by voters dismayed by eight years of George W. Bush&#8217;s presidency and deeply anxious about rising unemployment and <span id="lw_1225877071_22" class="yshortcuts">home foreclosures</span> and a battered stock market that has erased trillions of dollars of savings for Americans.</p>
<p>Six in 10 voters picked the economy as the most important issue facing the nation in an Associated Press exit poll. None of the other top issues — energy, Iraq, terrorism and health care — was selected by more than one in 10. Obama has promised to cut taxes for most Americans, get the United States out of Iraq and expand health care, including mandatory coverage for children.</p>
<p>Obama acknowledged that repairing the economy and dealing with problems at home and overseas will not happen quickly. &#8220;We may not get there in one year or even in one term,&#8221; he said. &#8220;But, America, I have never been more hopeful than I am tonight that we will get there. I promise you, we as a people will get there.&#8221;</p>
<p>McCain conceded defeat shortly after 11 p.m. EST, telling supporters outside the Arizona Biltmore Hotel, &#8220;<span id="lw_1225877071_23" class="yshortcuts">The American people</span> have spoken, and they have spoken clearly.&#8221;</p>
<p>&#8220;This is an historic election, and I recognize the special significance it has for African-Americans and the special pride that must be theirs tonight,&#8221; McCain said. &#8220;These are difficult times for our country. And I pledge to him tonight to do all in my power to help him lead us through the many challenges we face.&#8221;</p>
<p>Obama faces a staggering list of problems, and he mentioned some of them in his victory speech. &#8220;Even as we celebrate tonight, we know the challenges that tomorrow will bring are the greatest of our lifetime — two wars, a <span id="lw_1225877071_24" class="yshortcuts">planet in peril</span>, the worst financial crisis in a century.&#8221; He spoke of parents who worry about paying their mortgages and medical bills.</p>
<p>&#8220;There will be setbacks and false starts,&#8221; Obama said. &#8220;There are many who won&#8217;t agree with every decision or policy I make as president. And we know the government can&#8217;t solve every problem.&#8221;</p>
<p>The son of a Kenyan father and a white mother from Kansas, the 47-year-old Obama has had a startlingly rapid rise, from lawyer and community organizer to state legislator and U.S. senator, now just four years into his first term. He is the first senator elected to the White House since <span id="lw_1225877071_25" class="yshortcuts">John F. Kennedy</span> in 1960.</p>
<p>Bush called Obama with congratulations at 11:12 p.m. EST. &#8220;I promise to make this a smooth transition,&#8221; the president said. &#8220;You are about to go on one of the great journeys of life. Congratulations and go enjoy yourself.&#8221; He invited Obama and his family to visit the <span id="lw_1225877071_26" class="yshortcuts">White House</span> soon.</p>
<p>Bush planned to make a statement about the election at mid-morning Wednesday in the Rose Garden.</p>
<p>With most U.S. precincts tallied, the popular vote was 51.9 percent for Obama and 46.8 percent for McCain. But the count in the <span id="lw_1225877071_27" class="yshortcuts">Electoral College</span> was lopsided in Obama&#8217;s favor over McCain — 349 to 147 as of early Wednesday, with four states still to be decided. Those were <span id="lw_1225877071_28" class="yshortcuts">North Carolina</span>, Georgia and <span id="lw_1225877071_29" class="yshortcuts">Missouri</span>.</p>
<p>Obama won California, Colorado, Connecticut, Delaware, the District of Columbia, Florida, <span id="lw_1225877071_30" class="yshortcuts">Hawaii</span>, Illinois, Indiana, Iowa, Maine, Maryland, Massachusetts, Michigan, Minnesota, Nevada, New Hampshire, New Jersey, New Mexico, New York, <span id="lw_1225877071_31" class="yshortcuts">Ohio</span>, Oregon, Pennsylvania, Rhode Island, Virginia, Vermont, Washington and <span id="lw_1225877071_32" class="yshortcuts">Wisconsin</span>.</p>
<p>McCain had Alabama, Arizona, Arkansas, Idaho, Kansas, Kentucky, Louisiana, Mississippi, Montana, Nebraska, <span id="lw_1225877071_33" class="yshortcuts">North Dakota</span>, Oklahoma, <span id="lw_1225877071_34" class="yshortcuts">South Carolina</span>, South Dakota, Tennessee, Texas, Utah, <span id="lw_1225877071_35" class="yshortcuts">West Virginia</span> and Wyoming. He also won at least 3 of <span id="lw_1225877071_36" class="yshortcuts">Nebraska</span>&#8217;s five <span id="lw_1225877071_37" class="yshortcuts">electoral votes</span>, with the other two in doubt.</p>
<p>Almost six in 10 women supported Obama nationwide, while men leaned his way by a narrow margin, according to interviews with voters. Just over half of whites supported McCain, giving him a slim advantage in a group that Bush carried overwhelmingly in 2004.</p>
<p>The results of the AP survey were based on a preliminary partial sample of nearly 10,000 voters in <span id="lw_1225877071_38" class="yshortcuts">Election Day</span> polls and in telephone interviews over the past week for early voters.</p>
<p>In terms of turnout, America voted in record numbers. Preliminary projections, based on 83 percent of the country&#8217;s precincts tallied, indicate that more than 131 million Americans will have voted this year, easily outdistancing 2004&#8217;s 122.3 million, which had been the highest grand total of voters before. That puts the 2008 turnout rate of eligible voters around 64 percent, experts said.</p>

<p>Speaking at a baseball field in sun-splashed Florida, Obama seized on new federal data showing that the economy shrank in the third quarter of the year to criticize McCain and link him to President Bush. Consumers cut back their spending by the biggest amount in 28 years, the strongest sign yet of a recession.</p>
<p>Obama told around 13,000 supporters that McCain is like a passenger in a car, waiting to take the wheel from Bush and keep the country off course. He used the same analogy in a new negative ad.</p>
<p>&#8220;After nine straight months of job losses, the largest drop in home values on record, wages lower than they&#8217;ve been in a decade, why would we keep driving down this dead-end street?&#8221; Obama said.</p>
<p>McCain, meanwhile, used a chilly rally outside a school in Defiance, Ohio to cast himself as the election&#8217;s real agent of change. He seized on record oil company profit reports to draw a sharp new distinction with Obama, saying the Democrat&#8217;s rhetoric masks his votes backing new tax breaks for the industry.</p>
<p>&#8220;I voted against it,&#8221; said McCain. &#8220;When I&#8217;m president, we&#8217;re not going to let that happen.&#8221;</p>
<p>McCain was referring to a report from Exxon Mobil Corp. saying it earned $14.83 billion in the third quarter, the largest profit report in the nation&#8217;s history</p>
<p>&#8220;Senator Obama voted four billions in corporate giveaways to the oil companies,&#8221; said McCain. &#8220;We&#8217;re going to invest in all energy technologies.&#8221;</p>
<p>McCain, though he did not mention it specifically, was likely referring to Obama&#8217;s 2005 vote on a Republican-crafted energy bill dubbed by some critics as the &#8220;Bush-Cheney energy bill.&#8221; McCain voted against the legislation.</p>
<p>Obama and other Democrats supported the bill after many of the administration&#8217;s proposals were removed and billions of dollars in tax breaks for alternative energy and conservation were added.</p>
<p>The legislation included nearly $3 billion in tax breaks for the oil and natural gas industry including some — but not all — that would benefit the largest oil producers such as Exxon Mobil Corp. It also had $11.4 billion in tax incentives for alternative energy and efficiency programs, cited by Obama as his reason for supporting the legislation.</p>
<p>With just five days until the election and lagging in most polls, McCain was setting aside two full days for a splashy bus tour of Ohio, a state aides concede he needs to win if he hopes to build the 270 electoral votes needed to win the White House.</p>
<p>There was one awkward moment in the rally, when McCain introduced &#8220;Joe the Plumber,&#8221; an Ohio plumber who confronted Obama on taxes earlier this month and has become a staple of McCain&#8217;s stump speech ever since. He turned out not to be at the rally, but McCain just shrugged and said, &#8220;We&#8217;re all Joe the plumber.&#8221;</p>
